What Is Snus? Meaning, Effects & Snus vs Nicotine Pouches

What is snus? A clear guide to Swedish snus vs tobacco-free nicotine pouches: what is in them, how they work, health risks, EU and UK law, and how to use them.

Published 2026-10-30·9 min read

Snus is a moist, ground tobacco product from Sweden that you place under your upper lip instead of smoking or chewing it. Nicotine is absorbed through the lining of the mouth, there is no smoke and no spitting. Outside Sweden, though, the word has drifted: when most people in the UK or the rest of Europe say “snus” today, they usually mean tobacco-free nicotine pouches such as ZYN or VELO, sometimes called “white snus”.

That double meaning causes a lot of confusion – about health risks, about the law and about what you are actually buying. This guide untangles it. We explain what real snus is, what nicotine pouches are, how the two differ, what the research says about risk, where each is legal (as of November 2026), and how to use a pouch if you are an adult who already uses nicotine.

What is snus, exactly?

Traditional Swedish snus is finely ground tobacco mixed with water, salt and flavourings. It is sold either loose (you shape a small portion yourself) or as portion snus in small paper-like sachets. You tuck it under the upper lip, where it slowly releases nicotine and flavour. It is closely related to the moist snuff used in North America, but it is used differently: it sits under the lip, is not chewed and you do not spit.

The key word is tobacco. Because snus contains tobacco and is used orally, EU law treats it as “tobacco for oral use” – and that category has been banned for sale across the EU since 1992, with one exception: Sweden, which secured a derogation when it joined the EU in 1995 (source: Tobacco Tactics, University of Bath). The ban is now in Article 17 of the Tobacco Products Directive 2014/40/EU.

What are nicotine pouches (“white snus”)?

Nicotine pouches look almost identical to portion snus and are used the same way, but they contain no tobacco leaf. The filling is typically plant fibre (often cellulose), nicotine, water, flavourings, sweeteners and pH regulators. Because there is no tobacco, the pouches are white, do not stain teeth and come in a much wider range of flavours – from mint and menthol to berries, citrus and cola.

“Tobacco-free” does not mean “nicotine-free” or “natural”. The UK Committee on Toxicity points out that the nicotine in many pouches is extracted from tobacco plants, so the label can be misleading if you read it as “no tobacco-derived ingredients” (COT statement 2023/01).

Everything Snuseli sells is in this second category. Our range covers 600+ tobacco-free pouches from 40+ brands – you can browse them all on the nicotine pouches page.

What is ZYN? What is VELO?

They are brand names, not product types. ZYN and VELO are two of the best-known nicotine pouch brands; both make tobacco-free pouches in several strengths and flavours. A typical example is the ZYN Cool Mint Slim 11 mg. When someone says “I’m on ZYN”, they are using nicotine pouches, not Swedish tobacco snus.

How does snus work in the body?

Nicotine passes through the mucous membrane between lip and gum into the bloodstream. It is slower than a cigarette – there is no lung delivery – but it is not trivial. The UK Committee on Toxicity found that nicotine from pouches reaches the blood more slowly than from a cigarette but faster than from snus or nicotine gum, and that a heavy pouch user can reach total nicotine exposure similar to an average smoker (COT 2023/01). Germany’s Federal Institute for Risk Assessment (BfR) likewise notes that blood nicotine levels from pouches can be comparable to cigarettes.

What you feel: a tingle or burn at the lip (mostly from nicotine and the pH regulators), followed by a mild lift, sometimes light-headedness if you are not used to it. Nicotine also raises heart rate and blood pressure – the BfR measured a significant heart-rate increase even from a 6 mg pouch.

Is snus bad for you?

The honest answer: it is far less harmful than smoking, but it is not harmless, and pouches are too new for long-term data. Here is what authoritative reviews say:

  • Tobacco snus. The Norwegian Institute of Public Health’s 2019 review concluded that snus probably increases the risk of oesophageal and pancreatic cancer, probably raises blood pressure and the risk of dying after a heart attack or stroke, probably increases type 2 diabetes risk at high use (more than four cans a week in men), and probably increases the risk of preterm birth (NIPH, Health risks from snus use). Most of these conclusions are graded low confidence because the studies are observational.
  • Nicotine pouches. The COT concluded that pouches are “not harmless”, that switching completely from smoking is likely to reduce risk, that people who never used nicotine face adverse effects and addiction, and that long-term effects cannot yet be predicted.
  • Nicotine itself is addictive and affects the heart and circulation. It is not classified as a carcinogen on its own, but it is not a “safe” substance either – especially for young people, whose developing brains are more sensitive.

Do not use snus or pouches if you are under 18, pregnant or breastfeeding, have heart or circulation problems, or do not already use nicotine. The BfR explicitly advises these groups against use. Keep cans away from children: a pouch swallowed by a toddler can cause poisoning. More detail in our guide to nicotine pouch side effects.

Is snus legal? (as of November 2026)

  • Tobacco snus may not be sold anywhere in the EU except Sweden.
  • United Kingdom: the sale of oral tobacco (snus) is banned. Nicotine pouches are legal to sell to adults, and since 29 October 2026 selling them to under-18s is illegal under the Tobacco and Vapes Act 2026 (GOV.UK).
  • Other EU countries regulate nicotine pouches very differently – some allow them, some restrict nicotine content, some have banned them. Check our country-by-country guide Is snus legal? before you order.

How to use snus or a nicotine pouch, step by step

  • 1. Pick a sensible strength. If you are new to pouches but already use nicotine, start low. Our nicotine strength chart sorts every product by mg.
  • 2. Place it under your upper lip, to the left or right of the centre. Do not chew it.
  • 3. Expect a tingle. The burn usually fades after a few minutes. If it is too intense, move the pouch or take it out.
  • 4. Keep it in for roughly 15–60 minutes – most of the nicotine is released in the first half hour.
  • 5. Dispose of it properly – in the lid compartment many cans have, then the bin. Never on the street.
  • 6. Do not swallow the juice in large amounts. It can cause hiccups or nausea.

If you feel dizzy, sweaty or nauseous, take the pouch out – those are signs of too much nicotine. Our full walkthrough is in how to use nicotine pouches.

Reading strength labels: mg per pouch vs mg per gram

This is where many buyers get caught out. Most brands print mg of nicotine per pouch. A few, such as Pablo and Cuba, print mg per gram of pouch material instead. On our site we always show the figure as printed on the can, so the numbers are not always directly comparable.

Example: Pablo Exclusive is labelled 50 mg/g. Each pouch weighs about 0.6 g, so one pouch contains roughly 30 mg – still very strong, and absolutely not a beginner product. Compare that with a VELO Green Spearmint or a mini pouch around 5–6 mg. When in doubt, check the strength chart or our strength guide.

Our take

Snus has a strong cultural place in Sweden and a well-documented risk profile that is much lower than smoking but clearly above zero. Nicotine pouches remove the tobacco leaf – and with it, much of the toxicant load – but keep the part that makes people come back: nicotine. If you already use nicotine, pouches are a cleaner, more discreet format. If you do not, there is no good reason to start.

How much nicotine: snus, pouches and cigarettes

People often ask how a pouch compares with a cigarette. A cigarette contains roughly 8–20 mg of nicotine, but much of it is lost in combustion; nicotine pouches range from under 2 mg to more than 40 mg per pouch (Consumer EROSKI, 2026). So the number on the can is not directly comparable to “one cigarette”. What matters is how much reaches your blood, and for pouches that share is relatively high: the COT estimates that around eight to nine 10 mg pouches a day give exposure similar to an average smoker.

We deliberately don’t publish a “X cigarettes = Y mg” conversion table, because we have not found an authoritative source for one and individual absorption varies. As general guidance: if you are new to pouches, begin at the low end, use one pouch at a time and wait before taking another.

Choosing your first can: a short checklist

  • Check the unit. mg per pouch or mg per gram? If it is per gram, multiply by the pouch weight.
  • Pick the format. Mini and slim pouches sit more comfortably and usually release less nicotine than large “original” pouches.
  • Start with a familiar flavour. Mint is the most common starting point because the cooling masks some of the burn.
  • Buy one or two cans first. Strength and flavour preferences change quickly in the first weeks.
  • Store cans cool, closed and away from children and pets.

FAQ

What does snus do to you?

It delivers nicotine through the gum, which raises heart rate and blood pressure and gives a short stimulating effect. With regular use, it creates dependence and withdrawal symptoms when you stop.

Is snus a drug?

Nicotine is a psychoactive, addictive substance, so yes in the pharmacological sense. It is legal for adults in many places, but that does not make it risk-free.

Does snus cause cancer?

Tobacco snus probably increases the risk of oesophageal and pancreatic cancer according to the Norwegian Institute of Public Health (2019). Tobacco-free pouches contain far fewer measured toxicants, but long-term cancer data does not exist yet.

Is white snus the same as snus?

No. “White snus” usually means tobacco-free nicotine pouches. Real snus contains tobacco.

How long should you keep snus in?

Typically 15–60 minutes. Beginners often take it out sooner.

Can you take nicotine pouches on a plane?

Usually yes for personal use, but rules differ by airline and destination. See our travel guide.

Where can I buy snus?

Tobacco snus can only legally be bought in Sweden within the EU. Tobacco-free pouches are sold online; Snuseli ships from our EU warehouse to selected European countries in discreet packaging, 2–5 working days, €7.99 shipping or free from €79.99, 18+ only. See our shipping policy.
